Professional Bio

Dr. Rosalie Mince
President
Carroll Community College Rosalie Mince became the fourth President of Carroll Community College on July 6, 2024, bringing more than 35 years of progressive experience in community college education and leadership. Prior to her presidency, Dr. Mince served as the Associate President, Provost, Vice President of Academic and Student Affairs, and Dean of the Faculty, where she played a pivotal role in advancing academic excellence, student success, and institutional effectiveness. Dr. Mince’s leadership is grounded in a deep commitment to access and innovation in higher education. Her areas of expertise include academic and student support services, strategic planning, institutional research, and online learning. As President, she has led the College through a period of strategic growth, including the launch of the Ratcliffe Works initiative, a transformative project designed to meet the region’s workforce development needs. Under her leadership, Carroll Community College has expanded its partnerships with local industry, K–12 education, and community organizations. Dr. Mince currently serves on several regional boards, including the Boys and Girls Club of Carroll County, Carroll Hospital’s Board of Directors, Carroll County Chamber of Commerce, Carroll County Workforce Development, Literacy Council of Carroll County, and the American Association of Community Colleges. Her collaborative approach has strengthened the College’s role as a key driver of economic mobility and community vitality in Carroll County. Dr. Mince holds a Ph.D. from the University of Maryland, College Park; an M.S. from the University of North Carolina at Greensboro; and a B.S. from the University of Maryland, College Park. She is a respected presenter and published author, with numerous articles in academic journals focused on curriculum development, assessment, and student learning outcomes.
